New download stuck at acepmclientapp.arx

I was going to run some tests with ACADE and Vault Basic so downloaded the Vault Basic Server 2021, then downloaded ACADE 2021 but ACADE getst stuck trying to load at acepmclientapp.arx.  Does anyone know why or how to fix?
