Logging into two Windows accounts causes excessive CPU usage from AutoCAD background services

I noticed near 100% CPU usage constantly on my workstation a while back from Windows services like WMI Provider Host. After a thorough investigation, I narrowed this down to AutoDesk update and licensing services running in the background. I noticed I could not launch AutoDesk Access while the issue was occurring, with an error that another user was already using Access.

It looks like the root cause is, when one Windows account is logged in on a machine, all AutoDesk services start in the background as that user. If you log into another Windows account on the same machine, these services will fail to work correctly and will repeatedly attempt to launch or perform tasks, causing 100% CPU usage.

Is this a known issue?

I can immediately resolve the issue by killing all AutoDesk background services and allow them to re-launch as the currently logged in user.

Is this a sudden new problem?

What changes have you implemented about that same time?

There are current "highly recommended" updates for those items, have you had a chance to install, restart the PC, and see if that helps?
Or did you do that about the time you noticed all of this?

It's not a new problem. I can't say exactly when it started. I have a very powerful workstation so the actual symptoms were subtle.

Attempting to open Access to check for updates is actually what clued me into there being an issue with the user accounts. I currently have all updates installed. I can consistently reproduce the issue with Access refusing to open under the second user account. All I need to do is log into one Windows account, then switch user and log into a second account.
