How can I get Civil 3D 2016 and install it?

From web console, I can get 2017 or above only.

Use AVA 2.0 to download the installer

You won't be able to. You can only use 2017 and newer as it sounds like you're on subscription.

So you'd be able to use the current version 2020 and 3 prior: 2019 / 2018 / 2017

2017 is still the same DWG format, you should try that ...
