Difficulty with Installer Bundles

I'm in the process of trying to get my app on the appstore, but keep running into the same problem.

My app loads fine if its put in the C:\Program Files\Autodesk\Navisworks Manage 2021\Plugins folder, but when it's in the C:\ProgramData\Autodesk\ApplicationPlugins\Gary Zimmer Software Zoney.bundle\Contents folder, it refuses to load. I've tweaked my PackageContents.xml to no effect. Has anyone had any experience with this?

I was able to get the installed plugin working by including the line: AppType="ManagedPlugin" in the packagecontents.xml. The appstore team didn't include this when packaging my installer, I had to figure this out for them.
