auto cad 2021 installer does not launch

I downloaded the installer for auto cad 2021 without any issues. 

When i try to launch the installer by clicking on the icon, it verifies the package, asks me if i'm sure i want to open a file downloaded from the internet, i push open, and nothing happens. . ie. - i can get to the screen in the screenshot attached, but when i double click the top option (highlighted in blue) the pictured screen closes and nothing further happens.

When i try to launch the installer from the command line, i get the following error message:

Jakes-MacBook-Air:~ $ open /Volumes/Installer/Install\ Autodesk\ AutoCAD\ LT\ 2021\ for\ Mac.app/

LSOpenURLsWithRole() failed with error -10810 for the file /Volumes/Installer/Install Autodesk AutoCAD LT 2021 for Mac.app.

Welcome to Autodesk Community.

Which OSX version you use currently? make sure you are on recommended OSX version for AutoCAD LT for Mac 2021.

And have you tried to install this from another Mac profile admin?

the operating system is OS X El Capitan 10.11.6

I updated the system before I downloaded the installed and it says there are no updates available.

You may need to have at least Apple macOS High Sierra v10.13 to use the software as recommended in the system requirement above.

I tried to run the installer in macOS Catalina v10.15, I don't have any issue with the installer.

If you happen to have another Mac machine with a later version of macOS, you may want to try it.

This is to narrow down the root cause whether it's an installer or macOS version issue.

I  installeD in macOS Catalina v10.15, THE ICON IS JUST BELOW MY IMAC AND YET IT'S NOT OPENING. tried to restart my imac so many times.
