Create Filter and Create Subset to become Generic 'Expression Builder'

I would like to see the Create Filter and Create Subset functionality become a Generic 'Expression Builder' with same functionality. It is clear from screen captures (below) they contain same properties, operators, etc. as well as past expressions used. The difference is that the Create Filter does not include the portion of the Values pane to select a property and be certain of the values it contains in which to filter.
