New public companies create an institutional competition that pressures existing public organisations to improve their operations

What is the general view on public companies like the Norwegian Nye Veier that challenge how the existing public organisations carry out their task from their goverment?

Nye Veier they challenge Statens Vegvesen  and from our understanding this has been successful. Nye Veier has experienced both pros and cons and some of the projects in the company's portfolio have had setbacks, but the expressed goal of challenging existing work methods and trying new ways when obstacles arose has led to many processes being changed. Both Statens Vegvesen and Bane Nor have incorporated outcomes from Nye Veier in their way of working.

Now there is a research report, funded by InfraSweden, in Sweden suggesting that the Swedish government should do something similar, Link to report (In Swedish) 

 

Is this a good way of driving change and innovation in public organisations?
