let users delete empty groups

I see where this is coming from (it was part of the design at some point in the timeline but no longer).. if it's not there any more, drop (hide) it automatically unless the user scrolls back in the timeline.

Preemptively - I understand why you can't delete the data structure because bad things will happen to the things in the past that depend on it.. but users don't need to be aware of a kludge.
