Can we have the F key call up fillet sketch when in sketch mode?

We can relate to the request, but our hotkeys are not currently structured to invoke alternate commands in the Sketch environment.

However, the Shortcut Toolbox (invoked by pressing the "s" key) allows you to build a customized palette of Sketch-specific commands.  Please give it a try if you haven't already.
