Ability to watch for changes in design from API

I would like a way to watch for changes to the design as the modeler makes them from the API. This would be similar to the Application Command Terminating event, but would provide a list of changes as timeline objects or altered bodies and would only be activated when a change was made, not when a command canceled or made a change that does not alter the geometry. 

This would allow plugin developers to watch the model and intercede based on the requirements of their system, or to run checks when the system is most likely to have significant changes.
