Masking Regions vs Stacked Viewports

I only want masking regions in a view to mask elements in that view.  When I place multiple views on a sheet, I don't want that mask to block out 'stuff' in the other views.  

 

Or at least let me 'crop' views at the viewport level, which would ideally leave annotation intact, as opposed to the current functionality where crop regions hide annotations that the crop touches...(ie: autocad viewports in paper space)

 

And it's not a display order thing...if i place the view with the mask first, it hides everything but annotation / ref planes in the second view.  If i place the mask view second, it hides absolutely everything in the first view.
