Temporary Hide Isolate should not require View Permissions

When users are working on a project collaboratively, if one has a view open/or is working a view, and a second user tries to view elements in that view using the Temporary Hide/Isolate function, they will get a message that they require permission. This is immensely frustrating and needless.

There is no scenario when permissions should be required for a Temporary Isolation of view elements as they are never saved nor visible by other users (unless they click 'Apply Temp Hide/Isolate').
