make view range in a plan region independent of the current base level.

I'd like to be able to select the base level in the view range of a plan region independent of the one currently being used in the view.

 

For instance- the architect on a current project has three floor levels in Area A, and six roof slopes/elevations in the same area. (There are four areas and two stories like this in this project.)I have the overall Level 1 floor plan open and am trying to set plan regions so I can get all of my ductwork to show up without showing the rooftop equipment or second level ductwork in some of the lower roof sections. To accomplish this accurately, I have to make eight separate floor plans with different floor/roof combinations, align them properly on a sheet and pin them and then jump from viewport to viewport to work through the duct runs. This is not an efficient use of my time and the potential for disaster is high.
