Ensure the offsets from the lower floor are at the same height that the stair starts from the level. In my projects, I have finished floors that are anywhere from 0.5" to 2.25" above the level, and that's the height that I start the stairs. 

 

I've given up on this method, even though ToanDN's suggestion works. There are still a couple of major drawbacks and PIA aspects to trying to achieve this. One being the stairs cannot be made transparent within the viewport (at least I can't make them transparent) and they hide any light place directly above. Without the viewport, lights above are visible. I now use detail lines to represent the stair treads.
