I'm unable to reproduce your issue with the Ctrl+ shortcuts.  I've tried it on Windows 7, 8.1, and 10, and in all cases the shortcuts work:

 

1. Select a text note and click inside it to enter the text editor.

2. Highlight some of all of the text in the note.

3. Hit Ctrl+U on the keyboard... and all the selected text gets underlined.  Also works for Ctrl+B and Ctrl+I.

 

These shortcuts are out-of-the-box defaults in the Keyboard Shortcuts list.  Maybe you're using a custom Keyboard Shortcut list that has these removed for some reason?  If this is the case, they are easy to put back in:

 

1. Type KS to open the Keyboard Shortcuts dialog.

2. In the Search field, type "underline"

3. Select the Underline command (it should be the only one there).

4. Click in the Press new keys field.

5. Hit the Ctrl key and hit U.

6. Click on the Assign button.

7. OK

8. Your shortcut has returned!  Repeat the similar steps for Bold (Ctrl+B) and Italic (Ctrl+I).
