@Anonymous, like @dplumb_BWBR stated, you can update this in your Revit.ini across your firm. If you really wanted to, you could add it into the Revit.ini as an "update" item, so that the setting will persistently update with each boot of Revit, but that might be too much.

 

I also don't feel that there is a good reason for the Press and Drag option. If someone wants to move something, I think they can make the extra click to select it, then move it. However, I have noticed that most folks don't even know it's an option or know how to turn it off/on. If you adjust your Revit.ini to have it off by default, most of the time folks don't know any different and don't know how to turn it back on.
