@lionel.kai: I just googled it. Strange though, it works for me in Revit 2020 like this: place view #1 on sheet by dragging it from the Project browser, drag view #2 from the Project browser on top of view #1 on the same sheet. You have to actually DROP view #2 on top of view #1. Revit will align the views automatically if they overlap close enough.
This does not work if you drop view #2 outside of view #1. If you place views next to each other, then try to move to overlap them, the view order will not change.
I found no button / option to manually change the view order.
