There's additional problems of putting everything into one DWG file - you can only put one user on it at a time, and if the file is corrupted *all* of the drawings/sheets are done instead of just the one.

 

Given the ease of opening/switching between multiple files in DWG handling applications, plus a host of other options (ZIPping multiple files together, multi-sheet PDFs, LISP/dotNET customization for auto-assembly, etc.) I can't see much benefit of doing this on the Revit side.
