When you rotate text, either in a dimension, a tag or an annotation symbol, and you have it set to opaque background, the text is routinely masking parts of the dimension or other objects. I believe it is that the internal math to do the bounding box is using a sin instead of a cosine (or something similar). It looks fine at zero or 90 degrees.
