This is definitely needed.  We frequently have projects that start up, then go on hold for extended periods, only to be revived years later.  In some cases, we want to take advantage of improvements made to our own templates; in others we are working for a client that mandates use of their templates, and we need to use the latest one, not the one in which the models were started. 

 

In the latter case, we often do not have a list of the changes made, so starting new models from the current template and then getting the old project work into the new files is necessary, and preferably in an expeditious manner.  If there is phasing involved (there almost always is), it is a royal pain to have everything bind into one phase and then have to move things back.  Doubly so for Rooms, since you cannot select a Room and change its phase in the Properties palette.  You have to cut the Room to the clipboard, and then paste it in a View set to the correct phase, and then delete the Room in the wrong phase in a Room Schedule.

 

While you are at it, respecting assigned Worksets would also be nice to have.
