Inventor 2023 CAM bad toolpath in 3D Horizontal operation - ignores Top Height

I'm attempting to generate a 3D Horizontal milling operation on a part with surfaces at multiple levels, and the toolpaths generated do not obey the specified Top Height. Regardless of Ramp type, the lead-in starts at a fixed distance relative to each feature instead of respecting the Top Height - as a result, the toolpath rams into the stock at full-rapid at every level change (in the simulated operation), even though the Top Height is defined as Stock Top and the ramp feed should start 1mm above that.
