Error: Inserting a distributed design from one project to another is not currently supported

I do not remember this being an issue in the past, but then again i may not have tried it before now.  is there a reason this is popping up?  I am not in a team that I am aware of and not sure if there is a way to turn off distributed settings so i can insert this design into other files?

or perhaps a different method to achive my goal which is to have a table with vises for setting up part work flow for machining?

Also cannot save the file as another name in a different folder, it locks the file in the existing folder, the only solution I found is to export and open into a different folder which is really strange workflow and means i'm going to have a bunch of various files floating around instead of one common file.  certainly not ideal.  help please!
