下絵を挿入したく、コマンドの挿入、キャンバス、に続いて「マイコンピューターから挿入」が表示されません。

（赤丸付近に表示されたと思うのですが・・・）

I hope I am understanding your question.  The lack of "Insert from my computer" is the problem you are experiencing.  This looks like a graphic issue.  Make sure your graphics drivers are up to date and also try to change the Graphics Driver from the Preferences.  Try all of them remembering Fusion 360 will have to restart between each change.
