X Y axis keeps moving when I pull it from design to manufacturing

Ok this keeps driving me up a wall my X Y axis keeps moving when I pull it from design to manufacturing. I have never had this issue. Any advice on how to get it to stay? It's supposed to be where the black dot is in the lower left.

you can move it in your setup in manufacturing
