Windows won't allow add-in download from App store

When I attempt to download an add-in after purchase, in this case the spur gear generator, Windows pops up a warning that this file is not usually downloaded and won't let me continue with the installation. There is an option to report this file as safe to Microsoft, which I have done, but now what? I still can't download the file. I keep getting the same message from Windows. This is frustrating since I want to use this add-in.  Do I just have to wait weeks and months for Microsoft to get around to adding this file to some sort of safe list? Is there a work around for this problem?

There is no firewall set on this Windows installation other than whatever is native in Windows 10. I have never seen this warning before and I do a lot of downloading.

I contacted Graham Chow the author of the app and he agreed that this error pops up from windows regularly. He says you have to use the sub menu to the right of the error message, click "keep file" and continue clicking your way through all the errors and warnings that Windows throws at you. I did so and managed to download and install the app. Very frustrating but it is finally installed.
