Why doesn't fillet work on this edge

Hi I'm trying to fillet this edge but it doesn't seem to work. Any ideas?

Hi,

A fillet between flange and pipe requires that the parts together form a combined body.

@g-andresen gave you the answer and you have only one body but a section analysis will show you the issue.  You flange extrusions on each end only have edge contact and Fusion 360 does not see that as a solid body.  Model is attached with one end fixed.
