Why does toggle of "Capture Design History" destructively erase previous history?

I found I can finally reorganize my components in the browser by turning off the "capture design history" mode. 

 

It is hard to believe there is no other way to move the order of components in the browser. In big models, and when learning, it can be very nice to be able to do simple things. There is even a phantom UI that shows you might be able to do it... I digress.

 

So, I found I could turn of this mode and voila you can now reorganize the components. I have over 100. Tedious doesn't even describe scrolling up and down the list to find the one that is phsyically there in the model yet leagues away on the browser...

 

But... When I turn the "Capture Design History" mode back on there it deleted all of the prior history. Going back over the UI prompt it does in fact say that but why?

 

I just need to reorganize the components in a browser. It's getting hacky. I see posts from 2017 complaining about this same inability. Can we please fix this?

this is a well-known behaviour that is pointed out again and again.

This is not a "mode", a Parametric design is a qualitatively different style of design than a Direct Modeling design.  The reason why operations like component restructure are allowed in Direct but not Parametric is because of this difference - there are fewer rules and restrictions in Direct Modeling, but that freedom comes at the loss of history.  You cannot expect turning off Design History to be lossless, as it is a conversion to a different design type.  So, no, this cannot be fixed, as it is built into the nature of these two different design types.
