using Offset Face, and selecting the inside face, I can thicken this face pretty easily:
Hi this did not fix the problem look on the inside of the pipe when you offset face it makes it twist and go crazy.

it seems to look OK to me.
It pulls the side wall way lower than the other side.
There is way too little geometry in the design to warrant that many timeline features.
I'd consider this a prototype design and re-create it from scratch and make sure all sketches are fully constrained and dimensioned
short answer: yes and no, with the geometry as it is in this model.
The screencast below shows why you cannot Offset/Thicken the top face. Even at .1mm offset, the result surface cannot be extended so that it still intersects the rest of the model.
You can offset the inside face to thicken it there, as discussed above. The geometry of the offset is defined by the geometry of that face, and adjacent faces. If that geometry is not acceptable to you, then you will have to re-design this portion of the model to get the geometry that is acceptable.
i rebuilt the part in fusion and 3d printed it and it looks great.(see 3D Print in picture)
