Why can't I create a loft between these 2 faces?

I'm very new to CAD of any type, so I apologize if this is a stupid question.
I'm trying to connect these 2 'ring' shaped faces together, but I'm told that "The loft could not be created" and "Cannot create tool body for loft.".
I tried switching which faces were profiles 1 and 2, adjusting the continuity conditions, and swapping rails/centerline.

Hi,

In Solid Mode it's not possible to create a loft between rings.

1. Create loft of the outside body

2. Subtract the inside loft from first one
