Why can't I constrain a simple hexagon?

I'm trying to better wrap my head around full constraining sketches and I'm running into some trouble. I'm trying to sketch out a very basic hexagon and for the life of me I can't seem to get it full constrained.

The sketch switched to black lines once I set the perpendicular constraint on the construction line, but in the tray to the left it doesn't have the padlock symbol indicating that it is fully constrained.

You did not say where in your sketch you are placing your polygon center, I did it on the origin.  If you are not using the origin, use my technique plus add sketch dimensions or constraints to the polygon origin and some other fixed location like the model origin.
