When panning, it keeps skipping to a different view

So I'll go to a base view I want to start orbiting around, and when I start to orbit, it will jump to a different view. What am I doing wrong? M

Try using free orbit, instead of constrained orbit. The control is in the navigation bar, center bottom of the screen.
