When I insert a design into a drawing, existing components fall out of place

Over several years I've been designing and building various cabinetry for my basement workshop in Fusion.  I'm starting to design a new cabinet and created an initial simple space model for it and then tried to insert it into my overall workshop design.  But when I do this other previously placed components fall out of place.

Here is a screencast.  Notice when I try to insert the new design the 3D printer cabinet, whiteboard on the wall, and a smaller wall hook all move.  I move the curser to show which items moved.  Then when I do an undo you can see those objects move back.

Is this a bug or could the existing objects not have been placed correctly that they're all subject to moving?

I think I have a better idea of what's going on.  The components which moved out of place when I inserted the new design had previously been moved.  What I just did was to start the As Built Joint dialog which popped up a message saying that components had moved and do I want to capture or revert their positions.  I chose capture, but then cancelled the dialog.  Then I tried my insert of the new design again and it worked as desired.

So maybe that same capture or revert positions logic should be invoked when someone tries to insert into the current design because it seems to be needed.

The "capture position" function should only very rarely be used to locate components.

When I'm basically dragging around pieces in a room what would you suggest instead?  Joints seemed a bit inappropriate for this.

Are you disagreeing that Fusion should offer a capture position dialog in this case where it seems to need one?
