What does the capacity in the upper right corner of the screen refer to? Mine says 3 of 10. When I reach 10 will I no longer be able to save documents or even use the program?

It refers to the amount of active documents a Personal License holder can have active at any time. Once you've reached that limit, you will have to select a document in the Data Panel and make it inactive. Once you do so, you'll be able to create and save any amount of documents, up to the limit of 10.

You can have hundreds or thousands of "inactive", but you can only be working on any 10 at a time.

You may be interested in reading more about the changes to Fusion 360 when the Personal License was created.  This article is getting dated now but it will give you an idea about the capabilities of the Fusion 360 Personal license.
