I currently only have 3 of 10 editable documents but still cannot make a new project in either the data panel or web based interface

Take a look at this Forum post and try the two mentioned solutions.

I used both methods and still can't create a new project. I can create new folders, documents, and save in existing projects. I have attached a copy of the diagnostic log as well.

If you have just begun to use a new Fusion 360 Personal License, then you may need to create a Team Hub.  Even if you just a single user, you still have to create and work inside a team.  This article will help you create a new Team.  Afterwards, open up your Fusion 360 Data Panel and make sure you have selected your new team and then I believe you will be able to create a new Project  I have attached a screen capture of where you select your Team once created.

I am wondering if my last suggestion, on creating a Project, help you solve your issue?  If so, please select the Accept Solution icon on the post that solved your issue, otherwise, ask for further help.  It is nice to know our work helped you out but we only know if you respond back.
