Your log file indicates that your Fusion 360 is not installed correctly.  Use the following web page to uninstall Fusion 360.  After this use your Autodesk Account to download and install a new copy.  Make sure you are logged into Windows with an account with Administrator rights, turn off Anti-Virus programs temporarily during installation.

That is the best solution I can offer.  You again did not include your log files from your latest attempt and I do not have access to your computer so I am blind.

If you went through the "complete" process I sent you and then tried to re-install Fusion 360 then the result, according to your WebServices.log is that the application is not installed correctly.  The error is occurring because it cannot find the the LoginState.xml file, as shown in the attached image.  I would search for this file myself and see where it is located.  Some guesses are that you do not have enough permissions, with your current log in account, to write to the indicated folder.  This file carries your Fusion 360 log-in information and configuration data.
