Solved: Unable to permanently disable add-ins?

As you can see Parts4Cad is stopped and I have "RunOnStartup" unchecked:

But eventually I'm going to try and uninstall an add-in and I'm going to notice that Parts4cad is running and has "Run on Startup" checked off.

How can I just not have add-ins launch? Pretty sure I uninstalled it at some point but it's back

- Usually working off files uploaded to Fusion as: Step, STL, SLDPRT. If it matters ask me.

They are shipped with Fusion and you will need to uninstall each update. Fortunately, it's not hurting anything existing, right?
