Recently had our intern create a fusion account and join our Fusion Team which worked fine but I am unable to invite him to an open project.

Thanks for using Fusion. It could be the case where the new intern might be having the permission of a "Project Contributor". By Fusion rules book, Project contributor can't be added to open Projects.

Read the statement mentioned in the help:

Any Team Member can ask to join this project. (Please note, Project Contributor access is restricted.)

What is the role assigned to him at Team? that can be verified on the Admin page of Team administrator.

If he is a Team member, you don't specifically need to send him an invite for joining. That person must already have access to your "open Project".

Well he has a button that says "request access" when he goes to open it and
he's not listed as a member in the project.

When he click on "request access", did the Project admin got any notification with "accept", "reject" buttons.

If the project Admin accepts it, the user should be able to view the data in Open Project.

No. His request doesn't come through to me and my invite doesn't go through
to him.
