Toolbar manipulation

I work on a laptop with limited screen space. I allowed the recent toolbar update in the hope it would have better functionality than the previous version. e.g. could be resized and positioned anywhere including at the side of the screen. It is now firmly stuck at the top of the screen with its over sized icons in what previously would have been viewable screen space. Any way this can be resolved?
