Tool holders from turned off libraries showing when selecting a holder

I turned off a number of the cloud libraries at work to improve load times, but when I build a new tool, it still loads and shows all the tool holders from those turned off libraries. This makes selecting a tool holder quite painful.

Here's the video. I have the library "samara lib renumbered" turned off in the video, but it and several other libraries containing tool holders get loaded in instead of just the two that are on.
