tangent circle between 2 planes

hi i have 2 different circles and im trying to have a rad between 2 levels so i can create a "organic" shaped loft between them. is there a way to snap tangency two 2 different levels it seems what ever i attach to the first circle will not go to the lower circle... 

 

i cant figure out of to put my actual file here so i took a screen shot hopefully thats enough.

 

im trying to get the same 100mm fillet on the top 2 circles like it shows on the bottom

You have a lot of circles in your model, I choose two of them that made sense to me.  You also did not specify the rotation of the circle to the other circle tangent points, again I choose what made sense to me.  If not right. let me know and give a clearer description of what you desire.  Model attached is an F3Z since you supplied a linked file.  I could have stripped it out but it would gut your assembly.

not exactly what i wanted but i think i see how you did it with the construction geometry. ill tinker around a bit later to see if i can replicate.
