Why do STL files that open in Fusion 360 scale up to 10x ?

If you created the STL file by Exporting it, instead of right clicking on a body and choosing Save as Mesh and your units were millimeters, yes.  Exporting a body to create a mesh (STL) goes to the Cloud and the cloud conversion process uses centimeters so you will see a 10X increase in size.

STL is a "unitless" format.  It just contains numbers.  You have to know what unit system was used to create it, and import it in that same units.  If you are seeing 10x scaling, the STL was probably created in MM, so specify MM on the Insert Mesh command:
