Seems like the vertical 1" dimension is not being seen correctly, it should be fully constrained by this dimension. If you add lines then dimension it does solve as fully constrained.

What is interesting is that if I create construction line center to center on the right the entire sketch becomes constrained.
But if I do the same thing on the left - only the left circle shows as constrained.
