Sketch has black lines & red lock icon, but sketch isn't fully constrained

I have a sketch with all black lines and a red lock icon indicating fully constrained, but it's not.  I can move some of it around.  See these two screenshots:

I've attached the f3d file.   See Vacuum Plate component (last one in browser tree).  It's the only sketch there.
