Roughing feed rate still using finishing feed rate with multiple roughing passes turned on.

I've already followed this article here.

Can you see anything wrong with my settings or understanding that'd cause the initial roughing passes to use the finishing feed rate? The contour path is a simple 2.5" circle.

Sure I can get to that later. I'll add one thing I noticed. It seems this behavior occurs with inside edges of a circle but not outside edges. I have feed optimization angle at 90. I'd think a circle wouldn't trigger that lower feed rate. Does the toolpath log show a different status for feed opt rate versus finishing feed rate?
