Revolve refuses to

I need to revolve the circle selected around the axis line selected, it either disappears or it produces a exceptionally large revolution but also fails to complete ???

Should work, but without the file, 

Try Sweep, using the small circle as profile, and large circle as Path.

Or use the big circle for Pipe, 

But you might get a Revolve if less than 360 degrees, 

Might help....
