2d Contour, giving me a warning that the finish feedrate is higher than the cutting feedrate. They are both 200ipm. I tried lowering the cutting feedrate and the error persists.

Please attach your model showing this error.  If you do not know how to attach your Fusion 360 follow these easy steps. Open the model in Fusion 360, select the File menu, then Export and save to your hard drive. Then use the Attachments section of a forum post to attach it.

I cannot attach the file; it is proprietary and sensitive. Sorry.

This is merely a bug report. If anyone from AD wants to submit it, thank you.

I do not really think this is a bug.  In the Screencast I create the error and warning, then correct it but the warning still persist as you post shows.  All you have to do is just regenerate the operation to fix the warning.  Now if you think that is a bug, so be it, I do not.
