Personal license

Is it normal that after getting the personal license , the save button was greyed out and saying that I only have basic access?

You could be seeing Basic access in Personal entitlement in multiple scenarios,

1. you might be in other's team, use Teamswitcher to switch to your own team and see if you have got full access to your own team. Personal entitlement is meant to be for personal use not to contribute to others' teams. (check link here)

2. Expired personal license.
