Orthographic or Perspective not sticking to setting

Just a question are the camera settings meant to stick to what is selected, A user has it not sticking when setting to perspective it keeps going back to ortho is this a bug.

I logged a similar one a while back and i believe it was resolved. I'd need to see a video to see if its the same issue.
