Offset plane appears to create a line, not a plane.

Model not created in Fusion, either solidworks part or STEP can't remember.

- Time Magazine’s Person of the Year 2006
- Apple M1 Max rMBP A2485 // Latest MacOS // Latest Fusion
- Usually working off files uploaded to Fusion as: Step, STL, SLDPRT. If it matters ask me.

There is nothing wrong with the plane, it is just folded up on itself, see Screencast.

Thanks John! That's really helpful. I've encountered this problem and I just did a delete and make a new one. Your way is a more elegant solution to the problem.

Every offset plane I'm making are all folded, is there a hotkey I might have pressed?

If you are in the same model, there were a lot of surfaces that created an offset work plane as a folded up line.  There is no special method of creating an offset work plane as I know.  Create a simple new "brick" model and try it, I think it will work as expected.  I do not know where that model you posted came from but....  Let me know how the command reacts on a new simple model.
