when i change the size of a hole a unrelated measurement  flips .  This flipping of a measurement  happens in other circumstances https://autode.sk/32OZoDS

I cannot explain it but if you erase and re-dimension the indicated dimension, using your parameter or not, and the problem disappears.  I would love to see what @jeff_strater thinks the reason this is happening.

Fully constrained but unstable.

It flips because there are 2 legitimate solves, 

 

Not shown in the video as a problem, but this socket moves with that flip,  too.

Your sketch is so complicated that you missed this in your explanation, but is it deign intent?

Surely all the dog bones with the same cutter are tied?  I see the other end of the bar is .438 and independent.

Dimension from the origin will help.

thank you for your investigation. Yes the movement of the back slot reacted as expected. (design intent). It is linked to the front of the parts cut out.
